Chelsea charged with 74 alleged rule breaches by FA

Chelsea have been charged with 74 breaches of the FA’s regulations related to agents, intermediaries and third party investments.

The FA state that the charges brought against Chelsea relate to incidents between 2009 and 2022, a time when the club were owned by Russian billionaire Roman Abramovich.

It, however, primarily relates to events which occurred between the 2010/11 and 2015/16 seasons.

If found guilty, Chelsea could face serious penalties, including a points deduction, transfer ban or a significant fine.

The FA’s statement in full reads:

“The Football Association has today charged Chelsea FC with breaches of Regulations J1 and C2 of The FA Football Agents Regulations, Regulations A2 and A3 of The FA Regulations on Working with Intermediaries, and Regulations A1 and B3 of The FA Third Party Investment in Players Regulations.

“In total, 74 charges have been brought against Chelsea FC. The conduct that is the subject of the charges ranges from 2009 to 2022 and primarily relates to events which occurred between the 2010/11 to 2015/16 playing seasons.

Chelsea FC has until 19 September 2025 to respond.”

In a statement of their own, Chelsea declared that they are engaging with the FA over the matters that they self-reported after it came to light during their 2022 takeover.

“The Club has demonstrated unprecedented transparency during this process, including by giving comprehensive access to the Club’s files and historical data,” Chelsea‘s statement reads.

“We will continue working collaboratively with The FA to conclude this matter as swiftly as possible.”

The Telegraph‘s Matt Law, meanwhile, stated on X the Premier League is “also conducting its own separate investigation,” which is still ongoing.

Abramovich purchased Chelsea for £140 million in 2003 and was forced to sell to a consortium led by Todd Boehly in 2022 after being sanctioned by the UK government after Russia’s invasion of Ukraine.
